FIBS Bot: Chip_Slinger

Chip_Slinger was written by WtcmOn on FIBS and released on FIBS in July 1998. I'm not entirely clear on the details, but think it is based partly on pubeval and partly on original work.

During development, Chip_Slinger existed in other forms on FIBS, including Program_bg, BlotBlaster, and Blot_Buster. Chip_Slinger's rating has stabilised at around pubeval's level.
